Gunmen kill at least 14 people and injure some 20 others at a high school student party in the Mexican city of Ciudad Juarez.

i beleive that these guns are not of use to the general public, You need to hold a liscence and show reason for holding guns.;
such as security, Police, famers, shooters party for sports ect ect, then you need to be regestered.
This would solve this problems
